Applications are hereby invited from suitably qualified candidates to fill the above position on a Fixed Term Appointment in the Child Survival Development Section (CSD) of UNICEF Kenya Country Office.
Purpose:
Under the general supervision of the Chief of Child Survival and Development, assist in the areas of budgeting, accounting control, recording, reporting of assets, liabilities and income.
Monitor the appropriate disbursements of funds and payments of accounts in accordance with the rules, regulations and established budgetary limits, monitor Cash Advance to Government (CAG), allocation and flow of government budget through Health Sector Support Fund baskets especially for high impact child survival interventions including use of tools such as Managing Budgeting for Bottlenecks
Major Duties and Responsibilities:
1. Certify the appropriate, accurate and timely processing and recording of disbursements and payments of advances to government, in accordance with established rules, regulations and systems and within budgetary limits.
2. Monitor allocation and expenditure of the government budget for the Ministries of Public Health and Sanitation and Medical Services with focus on high impact interventions. Monitor functioning of Health Sector Support Fund basket. Bring this to the attention of CSD team for advocacy and follow up action.
3. Monitor financial transactions and accounting reports and reconciliation of accounts to ensure accurate and up-to-date financial information. Prepare required reports and statements for the Section.
4. Support integration of budgeting for high impact interventions using tools such as Managing Budgeting for Bottlenecks in Annual operation Plans from District level upwards.
5. In collaboration with the concerned project staff, support integration of performance based financing of voucher scheme into the Health Sector Support Fund for UNICEF supported Output Based Approach scheme into the government financial system for sustainability.
6. Under supervision of Chief CSD, participate in the meetings with development partners engaged in health financing such as World Bank, DANIDA to advocate for adequate allocation of budget for the scale up of high impact interventions for CSD.
7. Review budget expenditure by codes against approved allotments and verify compliance with reports received from the counterparts.
8. Prepares and analyzes financial data for budget estimates and financial planning.
9. Brief CSD team on government budget allocation, emerging issues and participate in identification and follow up on identified actions.
10. Undertake visits to sub-offices to provide accounting and finance training and support, establish and review systems and procedures for compliance with the rules and regulations and prepare reports and recommendations.
Required Qualifications:
* Degree in Accounting, Finance or Business Administration
* Good judgment, initiative, high sense of responsibility and analytical and supervisory skills
* Ability to conduct training,
* Computer skills, including internet navigation and various office applications,.
Experience: Minimum two years of professional work experience in finance and accounting. Relevant work experience in an international organization desirable.
Language: Fluency in written and spoken English is required.
