Director, Technical Services 
Grade NCPD 2
 
Reporting to the Director General
 
Duties and responsibilities
  • providing strategic leadership on all matters pertaining to technical issues on population in the Council;
  • overseeing development and implementation of the Council’s population research programme including projects proposals formulation and appraisal, research papers, programme data analysis and impact assessment;
  • developing/updating national population policy and preparing policy briefs;
  • supervising formulation, implementation, monitoring and evaluation of national and county level strategies and plans for the national population policy;
  • coordinating ongoing national and county level population programme activities including those undertaken by various stakeholders;
  • developing annual and quarterly work plans, performance contracts and reports;
  • coordinating international and regional population related initiatives, developing action plans and reporting progress; and,
  • undertaking advocacy for support of population programmes and ensuring that the public is well informed on population and development through electronic and print media, barazas and other public fora;
Qualifications and Experience
 
For appointment to this grade, a candidate must have:-
  • served in the grade of Deputy Director, Technical Services or in a comparable position in the public or private sector for a minimum period of four (4) years;
  • a Masters degree in Population Studies, Demography or its equivalent qualification from a recognized institution;
  • attended a Strategic Leadership and Development course or equivalent programme lasting not less than six(6) weeks from a recognized institution;
  • demonstrated outstanding capability in development and implementation of population policies and programmes; and,
  • shown merit and professional competency as reflected in work performance and results

Director, Corporate Services

Reporting to the Director General
 
Duties and Responsibilities
  • providing strategic leadership on all matters pertaining to financial management in the council;
  • overseeing formulation and interpretation of financial policies, strategies and programmes;
  • coordinating resource allocations in line with the council’s policies;
  • prioritization of projects and activities for the purpose of financial management and reporting;
  • overseeing of commitment of council’s resources and expenditure trends;
  • offering resource based planning and performance measurements;
  • overseeing human resource management, administrative and procurement matters;
  • initiating and implementing maintenance of corporate image and appropriate customer care strategies; and,
  • coordination of gender issues and integrity assurance.
Qualifications and Experience:-
 
For appointment to this grade, a candidate must have:
  • four(4) years experience in the position of Deputy Director, Finance or Deputy Director, Human Resource Management and Administration or in a comparable position in a reputable organization;
  • Masters Degree in Business Administration (MBA), Human Resource Management or Public Administration from a recognized university;
  • attended a Strategic Leadership and Development course or equivalent programmes lasting not less than six (6) weeks from a recognized institution; and,
  • shown merit and professional competency as reflected in work performance and results.

Assistant Director of Population 
Grade NCPD 4
 
Reports to Deputy Director, Technical Services and will be deployed to the Council Headquarters in any of the three main technical divisions.
 
Duties and Responsibilities
  • undertaking research on population issues and development of research papers;
  • carrying out analysis of research documents prepared by stakeholders;
  • implementation and updating of National Population Policy;
  • development of policy briefs;
  • coordination of population programmes /projects undertaken by various stakeholders and monitoring and evaluating ongoing projects /programmes;
  • collecting ,receiving and analyzing programme data and assessing their impact on population issues;
  • formulating and appraising project proposals;
  • developing annual and quarterly work plans, performance contracts and reports;

  • served in the grade of Senior Population Programme Officer or in a comparable position in a reputable organization for at least four (4) years;
  • a Masters Degree in any of the following:- Economics, Population studies, Demography or any other relevant qualification from a recognized institution;
  • attended a senior management course lasting not less than four (4) weeks;
  • computer application skills;
  • shown merit and ability as reflected in work performance andresults.

Senior Population Programme Officer
Grade NCPD 5
 
The officer will be deployed to a County Population Office and report to Assistant Director of Population, Programmes Coordination and M&E Division.

Duties and Responsibilities

  • should have computer application skill; and,

Internal Auditor

Reports to the Chief Internal Auditor.
 
Key Responsibilities
  • assisting in undertaking specific audit assignments and preparing detailed audit observations and reports;
  • assisting in carrying out institutional risk evaluation, and efficiency audit;
  • assisting in conducting financial and systems audit;
  • assisting in ensuring compliance with tax regulations and other statutory requirements; and,
  • assisting in developing and updating of internal audit manual.
Qualifications and Experience
  • four (4) years relevant experience in the Public Service or ina reputable organization.
  • must have a Bachelor of Commerce Degree (Accounting/Finance option)or its equivalent qualification from a recognized university/institution and passed CPA II. A three parts of Certified Internal Auditor Exams will be an added advantage; and,
  • must have computer application skills.

Grade NCPD 9
 
Reporting to Administrative Assistant in charge of logistics
 
Duties and Responsibilities
  • driving and keeping assigned vehicle clean;
  • detecting and reporting faults;
  • carrying out minor repairs, including oiling and greasing;
  • maintenance of a work ticket for vehicles assigned to him/her; and,
  • ensuring safety of the vehicle, goods and passengers on and off the road.
Qualifications and Experience
 
For appointment to this grade a candidate must have:
  • Kenya Certificate of Secondary Education (KCSE) mean grade D+ or its equivalent qualifications;
  • clean driving license free from any endorsement;
  • adequate knowledge of the highway code;
  • at least four (4) years driving experience;
  • a PSV certificate;
  • occupational Test Grade III for drivers; and,
  • a certificate of good conduct
Terms of Employment
 
The successful candidates for the post in Advertisement Nos. 001/2013 and 002/2013 will be appointed on a three (3) year contract term while those in Advertisement Nos. 003/2013 to 006/2013 will be appointed on permanent and pensionable terms.

Overall Objective of the Position
  • To ensure the overall safety of passenger, vehicle and any luggage aboard.
  • To carry passengers and cargo as requested
Responsibilities
  • To ensure that the assigned vehicle is kept in good condition
  • To ensure that good driving practice is observed at all times to maintain the condition of the vehicle.
  • To report any malfunction or damage to the vehicle to the Line Manager immediately, and to ensure that the vehicle is fully repaired, serviced and otherwise maintained as requested by the Line Manager.

Head Driver/Technician 
Nairobi, Kenya.  
We are currently seeking a Head Driver/Technician for the Resilience and Economic Growth in the Arid Lands-Accelerated Growth (REGAL-AG) project, funded by USAID.  
This project will identify, integrate and sustain humanitarian investments that prove to be effective in sustainably increasing resilience and reducing the need for recurrent humanitarian assistance, and to build on these investments to accelerate sustainable economic growth. 
The goal of REGAL-AG is to foster an inclusive livestock value chain that increases pastoralists’ resilience and stimulates economic growth in several Kenyan counties and beyond. 
The Head Driver/Technician is responsible for ensuring that car maintenance work is done and monitored as per the reports of the drivers and is responsible for providing safe, reliable and efficient vehicle transportation according to the needs of the REGAL-AG program.

Responsibilities:
  • Determine safe and efficient driving routes for transportation of personnel and goods
  • Schedule and oversee—in coordination with the Office and Logistics Manager—the work of all other REGAL-AG project drivers
  • Assist with daily business errands and the photocopying of office documents
  • Maintain accurate vehicle logs
  • Manage the service and oil changing schedule for all vehicles
  • Maintain clean conditions inside vehicles
  • Carry out routine bus safety check and report needed repairs
  • Assist in inspection and diagnosis of any worn or defective parts on vehicles
  • Assist in repairing basic field mechanical malfunctions of vehicles before sending the car for workshop maintenance
  • Ensure cleanliness and maintenance of program vehicles
  • Assist with the delivery of documents and receipt of procurements into the office
  • Perform other duties as assigned by the Office and Logistics Manager and senior staff

Qualifications:

Senior Technologist

  • Diploma in Mechanical Engineering ( Production Option) plus five (5) years experience at the level of Technologist Grade ABC or equivalent in a busy manufacturing workshop.

  • They should have practical experience in precision machine work, welding and fabrication and sheet metal work. 
  • Those who have experience in both mechanical production and equipment servicing and maintenance will have an added advantage .
The successful candidate will be expected to participate in the preparation and teaching of practical work for both undergraduate and postgraduate students.

Librarian/Translator

  • Applicants should be holders of at least a Bachelor’s degree or its equivalent with training in French/ English translation.

Technologist

KEMRI / US Army Medical Research Unit - Kenya (USAMRU-K) 'The Walter Reed Project' HIV Program - Kericho is seeking to fill the positions listed below.

The HIV Program carries out HIV AIDS vaccine and therapeutic research studies and supports HIV prevention, care and treatment programs in southern Rift Valley.

1. Laboratory Technologist

Key Duties and Responsibilities:

Duties of an officer in this position will include separation, aliquoting and archiving of patient serum / plasma for long term frozen storage. He/she will document and maintain sample processing records and enter the aliquoted and archived sample into a database for easy retrieval.

The officer will also prepare solutions, reagents and stains in accordance with standard laboratory formulas and procedures. He/she will be expected to operate basic laboratory equipment such as centrifuge, analytical balance and pH meter.

The officer will maintain and make minor adjustments to equipments e.g. calibration and alignment. The officer may also be called upon to collect blood and other samples from patients. He/she will record and compile daily readings on all temperature controlled laboratory equipment and areas and maintain laboratory freezers and fridges.

He/she shall comply with all relevant safety and infection control policies and procedures and ensure tidiness of laboratory rooms and benches.

Minimum Requirements:

* Higher Diploma in Medical Laboratory Sciences.
* Minimum two years working experience in a busy medical laboratory.
* Excellent knowledge of laboratory operations and procedures.
* Knowledge and experience in Peripheral Blood Mononuclear cell (PBMC) separation and storage, good knowledge of HIV /AIDS and previous experience in research
* Registration with the Kenya Medical Laboratory Technologists and Technicians Board.
* Excellent computer skills and ability to work with minimum supervision.

2. Driver
(Two Positions)

Key Duties and Responsibilities:

* Drive unit vehicles on official duties.
* Ensure safety of passengers and / or goods and maintain cleanliness of the vehicle.
* Adhere to WRP policies regarding unit vehicles and their use.
* Ensure that all vehicle records are well maintained.
* Report any defects or malfunctioning of the vehicle as soon as possible.
* Report any incident as soon as possible and not later than 48 hours.
* Renew driving license as required by the Traffic Act.
* Ensure that vehicles have valid Insurance Certificates and other relevant documents.
* Perform routine checks on the vehicles and any other duty that may be assigned.

Minimum Requirements:

* Valid driving license (BCE).
* Form four certificate with at least five years experience as a professional driver.
* Certificate of good conduct.
* Must have good knowledge of the roads and streets of Kenya's big towns and cities.
* Candidates who are over 30 years old will be given preference.
* Basic motor vehicle mechanical skills and knowledge of computer applications.

3. Logistics/Transport Manager

Key Duties and Responsibilities:

The incumbent will be the key person managing and coordinating the day to day running of the transport section and all logistics in the organization.

He/she will supervise staff in the transport section and advise on logistics management, structures and staffing levels to ensure that they are at all times adequate to meet the requirements of the organization.

He/she shall also ensure that accurate and complete vehicle data are kept and relevant records maintained, while keeping internal control systems in the transport section optimally functional at all times.

The incumbent will manage all aspects of the unit vehicles e.g. adherence to driving regulations, ensuring validity of insurance certificates, road and inspection licenses among other routine checks.

Minimum Requirements:

* Diploma in Transport Management or equivalent from a recognized institution.
* Applicants with additional training in Fleet Management will be given preference.
* Clean and valid driving license.
* At least ten years working experience in a transport/logistics environment at a senior level; past experience in hospital or medical research set up is preferable
* Good knowledge of transport legislation and insurance matters

4. Housekeeping Supervisor

Key Duties and Responsibilities:

* Oversee housekeeping operations, ensuring that all offices are clean and neat all the time.

* Ensure adequate supply, proper use and safe storage of cleaning materials and equipment

* Manage housekeeping section staff - carry out continuous and annual performance appraisal, analyze training needs and plan vacation times to ensure that coverage is provided at all times.

Minimum Requirements:

* Successful completion of form four education and additional training in housekeeping.
* Minimum five years working experience performing similar duties preferably in a busy research or hospital set up
* Ability to communicate fluently in English and Kiswahili and excellent interpersonal skills.
