Pact Technical Team Leader Job Vacancy in Juba, Southern Sudan

Position Summary:

Pact Sudan’s current programs are: Water for Recovery and Peace Program (WRAPP), Peacebuilding and Natural Resource Management (NRM).

As these programs are all deeply inter-related, the Technical Team will play a key role providing support to these programs in the areas of; Monitoring, Evaluation, Reporting and Learning (MERL), Policy and Peace building technical support, Organizational Development (OD), Training, Geographic Information Systems (GIS), and Communications and Public Relations.

As a senior Pact manager in Sudan, the Technical team leader will work with his/her team to improve the technical and knowledge management of the Pact Sudan Programs.

The main objective of this role is provide overall leadership, coordination and mentoring for Pact technical team as they support the programs and liaise with the Administrative team.

S/he works with staff and partners in Sudan, Pact Africa and Pact headquarters in Pact’s key platform areas – NRM, Peacebuilding, MERL, Organizational development and others as they emerge.

The following staff will be directly supervised by the TTL: Policy Advisor, Peacebuilding Technical Officer, MERL Advisors/Officers, Training Manager, Organizational Development Officer, Communications and Public Relations Officer.

The TTL reports directly to the Pact Country Representative in Sudan.

Specific Duties and Responsibilities:

A. Leadership and Management

* To provide mentoring and coaching for Pact Sudan staff on the technical team.
* Coordinate the development, implementation and reporting on all work plans and reports of the technical team.
* Review of performance reports.

B. Program and new business development

* In close cooperation with Program Team Leader, to ensure Pact projects and programs meet the established goal and objectives and planned outputs and outcomes, and that these results are documented.
* Build on existing body of analysis conducted and updated by Pact Sudan since 2002 to inform programs as well as Pact contributions to sector consultative and coordination mechanisms.
* Ensure that Pact continues to build programs based on strategic analysis of the Sudanese context
* Establish and maintain working relationships with the other technical departments in Sudan as a base for building/maintaining/expanding a sustainable country and regional program
* Participate in Pact platform meetings as appropriate.

C. Knowledge Management

* Continue Pact practice of sound analysis (see bullets above).
* Ensure that the most updated information regarding the programs is shared via the designated mechanisms: any databases, the web page and the monthly highlights report.
* Facilitate and/or participate in learning communities and task forces.
* Document methodologies and results that can inform the wider Pact community (such as evaluation documents, consultant reports, workshop reports, etc.). Share and promote these resources through a variety of means (including e-mail, brownbags, etc.).
* Review relevant reports, evaluations, and other internal and external resources (including the tacit knowledge of individuals) as necessary to utilize Pact expertise and experience for improving program implementation.
* Ensure a response to information requests from colleagues and HQ in a timely manner.

D. Other

* Perform other duties as assigned.
* Perform all work safely and maintain a safe working environment.

Qualifications:

* Strong demonstrated program management and oversight experience
* Solid understanding of MERL and Knowledge Management
* A good team player, leader and mentor
* Vision for Pact Sudan’s organizational mandate
* Ability and sensitivity to interact effectively cross-culturally
* Fluency in English and good writing skills
* Knowledge of Arabic and/or local languages a plus
* Understanding of Peacebuilding, NRM and Water programming/implementation
* Ability and availability to do periodical in country travel to visit projects and programs and occasional out of country travel
* Excellent oral and written communications skills
* Ability to perform and prioritize multiple tasks
* Proficiency in word processing, spreadsheets and database skills
* Sudanese candidates encouraged

Education and Experience Requirements:

* Masters degree in relevant field – international development, conflict management, political science
* Minimum eight years of work experience in international development, of which at least three years field experience in development and capacity building work
* Senior and sustained experience in several areas for this multi-sector position– peace and conflict, community development
