·                     Have a working experience of not less than seven (7) years in senior level management and leadership position in a large public/private organization.
·                     Deep and direct understanding of administrative characteristics unique to arid and semi-arid lands and in particular pastoralists’ areas and their challenges.
·                     Demonstrate outstanding leadership and managerial qualities required at this level;
